Should promotions be tracked the same as external applicants? Some people receive merit based promotions without the position being posted internally. Is documentation from the manager all that is required to support the merit based promotion, or for compliance purposes should we internally advertise all job openings no matter the circumstances? Some of the merit based promotions are competitive promotions in which there is a pool of people performing the same job who would all be eligible based on a basic qualifications standpoint for promotion to the position in question. There are a lot of various scenarios when it comes to promotions that I am trying to get some clarity around. Please let me know how your company handles promotions. Thanks

A follow-up question: Do we need to analyze promotions if the promotion stays within the same job group?
